There's a bunch of places on the web that show you how to set up a CVS repository, but none of them really go into detail about folder permissions. When you set up your CVS repository folder, make sure that the permissions on it are "drwxrws---" (do a chmod 2770 on it).

The "s" in the group execute bit is important - this means that any subfolders of the repository will inherit the same group as the repository folder itself. The owner may change, but the group will not, which allows other users to access the files.
